Turn Commonwealth into cyberspace or "the grid" from tron

i requested a texture mod for fo4 that overhauls the game textures to have glowing tron style roads and grass. but i forgot about all the debris, plants and trash. i was thinking if someone could make the trees more "blocky" and made of metal or holograms and the debris and trash being computer holograms, the sky being always night and thunderstorms with out rain (watch tron legacy to get my meaning), all buildings in the game re-textured to be cyberpunk and add glow textures. could someone take their time doing this? id love to play fallout 4 in cyberspace! the image is just an example. im not expecting fo4 to look exactly like that! just similar.
