Photoshop has an animation function where you create frame-by-frame .gifs.GIMP is also a free tool that is like photoshop, but in my opinion it is too complicated. On the other hand, it is free.Flash is focused on animations, it helps creating them with lots of helpful, time saving tools. I highly recommend that you go digital if you really really want to do animations. On the subject of drawing the frames. You can scan and then clean the scans via Photoshop or you can go 100% digital and get a drawing tablet like Wacom Bamboo. Go digital and do it in Photoshop. When I first started editing screenshots and doing stuff it was in the free trial for Photoshop. I then went to GIMP and it is not as easy to get around in, it also lacks a lot of cool things Photoshop has. But like he said, its free. I'm Planning on going Digital soon anyway, I want to make a "WEB series using a Animation Program nown as Anime Studios and I already have The Wacom Bamboo ,the only problem is it dosnt have a screen to see your picture.
