Aranar
In the ideal CRPG the world around your PC is living his life independently, and your character is moving inside him.In Morrowind, the script that gives life are active only in the cell (and adjacent for outside) where is your character. What happens if you try to move some NPC from your place to another city? (ex with an AITravel to a far place and you stay here). And if it moves to the destination without the PC what happens to the following istruction in the script? Just trying to give to the world some life....
Rune
If I understand what you're saying, that would involve every cell loading and almost every basic world script running at the same time. Exactly how much CPU power do you have?
Xeniorn
There is a mod that does that. It adds merchants that travel between some cities. They move all the time. It's called Travelling Merchants, by GhanBuriGhan, and it can be downloaded.
Marxist ßastard
1) Speak English. 2) You've said it yourself -- any given local script only executes when the PC is in the cell containing the object that the local script is attatched to.
