Is the NCR is part of the Enclave?

The NCR was formed after the events of Fallout (part one), out of a small town called Shady Sands, so no. Here is something to read up on, if you're interested:

There is no US government in Fallout, though some may claim the title ;)

Tnx for the links!.I didnt know theres was a war between the Enclave and the NCR.or the Brotherhood.if you can choose between the two (NCR and the Brotherhood)how would you choose as the "better ppl"?i mean aidiology.

 

is the whole world gone "fallout"?Europe too?so like theres can be "Fallout London"?

You're welcome. :P I would say judging on the traditional definition of the Brotherhood (only being concerned in the collection and preservation of pre-war technology), I'd choose NCR as the better people, since they are trying to govern the people and create order. Also, I know that Moriarty says he comes from somewhere overseas from D.C., so there are definitely people in the general area of Europe, but I'm not sure Bethesda would ever take the series over to London, since all the other games have been inside the U.S. (Although I would love to see the whole Fallout world!)
