RGB LED on PC but not on outfits?

I was reading some article on a pc hardware news site earlier about RBG LED Ram sticks and ssds and it suddenly hits me.

Why aren't there any RBG LEDs on any of the armor and clothing mods? or at least I haven't seen any.

 

I actually want to add RBG LED effects to the textures of some of the existing mods ranging from Power Armors to underwear :D

I have modified existing textures before but how do I add glowing effect to an existing texture?
