LE Guards and other NPCs stop dropping things on the floor while still alive

It gets annoying when guards leave their weapons, shields, and armor lying around and I have to clean up their messes when I'm in the cities and in the castles and palaces. Sometimes it's considered stealing and I can't pick up the mess without facing charges for the guards' mess. This is especially annoying because they get mad at you if you do the same thing.

That sounds really weird, it might be a bug from some mod because in my game no one leaves anything laying around unless they're dead.

Although I modded the sh*t out of skyrim, this was happening when I played vanilla, I didn't care at first because I thought it was a little bit funny, but after a long while it gets really old and annoying.
