BlackRampage
a .rar file is a compressed file. You have to unpack it's contents first. You can do so with a free program like 7-Zip

Thenryb
And then what are we supposed to do???It sounds like you would benefit greatly by watching a Gopher video on how to install mods.
dubiousintent
To expand on Thenryb's suggestion a little, go to "Gopher's Website" and watch the "Take a Tour of the Website" video. The site is really well organized but with hundreds of videos perhaps not as obvious as you might like. The "Tour" should make all clear. "How" you install mods varies a little based upon whether or not you use a "mod manager" and which it is. Gopher covers both NMM and "Mod Organizer". Even if you don't use a mod manager, the remainder of the process is similar for a manual installation. -Dubious-
