I think that it's because, like the aliens from Mothership Zeta, it's generally not considered "traditional" Fallout material since it doesn't really fit in with the gritty post-apocalyptic/survival setting. Although, the original Fallouts had talking plants, psykers, crashed UFOs, and a sentient toaster (if you count cut content from Fallout 2).

 

For what it's worth, I was actually playing around with using some of the Dunwich Building stuff in a quest mod, although it's questionable whether that'll actually get made into anything decent that will be released at some point.

 

By the way, if you want more creepy Lovecraftian goodness, you should check out the Fallout 3 fanfic "Aqua Vitae" (it should pop up pretty easily on Google). It's got a few chapters set in Point Lookout that are basically jam-packed with all the creepy Lovecraft-inspired elements you could possibly cram in there. It's pretty well-written, too.
