DDS Normal Map export settings

Hey all,

Today I've started to do some texture modding for the guns in Fallout, my plan is to make a mod which adds craftable skins to all weapons in the game.

So I'm working on the Deliverer now and I'm doing both the textures + normal maps for this one. One thing I noticed is that the colors from the normal map change drastically when I export it. I'm using Photoshop CC with the Nvidia DDS plugin.

The settings I use are the following:

This is the DDS normal map before (vanilla Fallout but with my changes) and after exporting:

As you can see, all the colors are faded out and it's missing a lot of detail. However, the map works just fine, the reflections are different than vanilla but it does work. I still want a fix though because I don't want to do things the wrong way. Here's the gun with the weird color map:

Any way of fixing this? I guess I'm doing something wrong with exporting? It's the first day that I'm doing this so tips are welcome!
