Dawson61
Don't run LOOT, Loot is already built into Vortex. Make sure your texture is loading AFTER the Body Type. I.E. if you get a Conflict Notification between your Body Replacer and SOL, you should tell Vortex to load SOL AFTER the Body replacer. I am not getting any conflict notice from Vortex,so you are saying I should disable LOOT or should it be removed

M48A5
I suggest you read this article and begin again: https://forums.nexusmods.com/index.php?/topic/652876-fallout-3-modding-and-you I don't use Vortex since I don't know how it works. And after reading all the comments and the replies, I don't want to learn. I choose to stick with FOMM since it was made to work with Fallout3 and Fallout: New Vegas and it does the job. However, if you choose to stay with Vortex, I suggest you start reading the posts on the Vortex forum.

deadpool0600
I don't think it's just a vortex issue, I've tried every conceivable way of installing the mod and I cannot get it to work. NMM won't do it anymore, I think you have to install it through FOMM, but installing it manually turns up the same dead end results so I don't see what using another mod manager could do.
