This is not a Vortex problem. The mod is packaged incorrectly. Check out its file structure on the Nexusmods "Files" page, and you'll see why the mod doesn't load properly. Also note the mod comments. A number of other people found the mod incorrectly structured, You'll have to repackage the mod yourself, if you want it to load in Fallout 4\Data\Textures\Armor.
