Most likely someone here has run into this problem. When I try to start a new file, the game crashes after briefly showing the loading screen. I'm running a Dell laptop with Windows 7, if that helps.

It probably has an integrated graphics card. Here's a post of mine on another thread where a user had a similar problem:

Fallout 3 is not designed to work with an integrated graphics card and it crashes either immediately or after starting a new game. There is a way to get it running on an integrated card but it has nasty cosequences if it can't handle it.

For integrated Intel graphics cards there's an Intel HD graphics Bypass package. It basically fools the game into believing that you actually have an external graphics card. The good thing is, you can run FO3 and use mods just like anyone else. The bad things happen if your laptop can't handle the game, FO3 is actually quite demanding without editing FalloutPrefs.ini for performance. You could overheat and destroy your hardware, not limited only to the graphics card. And there's also a chance that nothing will happen and your game will still crash.

If you really want to run it, try the bypass at your own risk.
