Ghaunadaur
If I recall correctly it should be the file ControlMap_Custom.txt in the Skyrim folder.

IsharaMeradin
Controlmap_Custom.txt is the file that houses the changes you make in-game. For an editable file you need to extract controlmap.txt from the appropriate BSA file. I am not sure which BSA it is housed in. Though I suspect it is in "Skyrim - Interface.bsa" The loose file location is: "Data > Interface > Controls > PC" If you do not want to do that, you can get a copy of the file which allows both controller and keyboard from here: Use both Xbox 360 controller and keyboard simultaneously Note that Controlmap_Custom.txt will override specific key assignments in Controlmap.txt but not whether that "event" is usable by a specific input device. Also note that once you open the controlmap.txt file any key assignment changes need to use the Hexadecimal scan code of which the most commonly used keys can be found here: https://www.creationkit.com/index.php?title=Input_Script#DXScanCodes
