Cannot enter dialogue with a custom npc

i've set the dialogue priority to max, only 1 condition witch is to set the dialogue to the npc i want, but in game i cannot enter the dialogue. wtf is wrong ive made and tried with 2 separate npcs with no luck

Make sure the disposition of the NPC is high enough, like 60 or 70, and if it's a merchant or follower, make sure they have a common voice, because some of the available voices can't be merchants or followers

How do you change the disposition of the NPC...I've looked all over the NPC Dialog window
