Launcher loop and NVSE not working

Alright so I got an issue with the launcher looping when i hit play and it closes the launcher just to open it again after asking me to make changes to the HD. I fixed this by going into the directory with the EXE for the launcher and the actual game itself and switched the names. It will run the game that way bypassing the launcher however when i attempted to install NVSE and launch the exe for that, it prompts me to update to the latest version of FNV and closes itself. I reverted the names and got the launcher loop again and when i attempt to run NVSE_Launcher i get this text "Launching C:\Program Files (x86)\Steam\steamapps\common\Fallout New Vegas\FalloutNV.exe failed (740)." Does anyone have a fix for the launcher loop or a workaround for the NVSE incompatibility with my own fix?

 

For reference for anyone thats ab to tell me i've done the logical thing and checked integritiy of my files, reinstalled 5+ times, etc... and this is still going on. I even went through and got rid of e v e r y FalloutNV file from my computer before redownloading and im still getting this issue. I'm using win10 running NV and launcher in comp mode for win 7 and still have the same results. I would really like to get back to blowing gecko heads off and other cowboy things so if anyone has any possible idea on how to fix this plz let me know

Do not have the game installed in "Program Files". There is instruction on Steam that explain how to move the game to another location on your hard drive.

 

Any program that is installed in "Program Files" comes under the control of Windows User Account Control which does not allow any changes to be made to any file installed in "Program Files"

 

NVSE makes changes to the Fallout.exe and will not install when in that location.

Also, in addition to moving the game out of the "C:\Program Files" folder tree (see the "Installing Games on Windows Vista+" article for the link to Steam's instructions plus some additional info on moving a game), you should only need to use the "FalloutNVLauncher.exe" the very first time you setup the game so it knows about your hardware and preferences. After that you should be using the "FalloutNV.exe". If you have patched it with the 4GB Patcher, then it will automatically find and launch NVSE for you.

 

In addition, since the Win10 April 2018 Update (aka "1803" or "Redstone 4") you do not need to run FNV in "Win 7" compatibility mode.
