Mod/Plugin Disabling Issue

I've just recently, over the past week or so, started running into an issue where disabling a mod in the mod list will not remove/disable its respective plugin file(s) in the plugins list. Previously, disabling a mod would remove its .esp from the plugin list all together. Has something changed?

 

I'm currently running Vortex solely for Skyrim SE.

 

Any input would be appreciated.
