The most important person(s) in Skyrim?

 

Farmer Bob, Miller Joe, Blacksmith Dan, and Merchant Mary

 

these are the unsung heroes of the fourth age of Tamerial.

 

They provide raw materials, food, goods, and places to barter, truly they are the most important people in skyrim, since they keep the economy turning and everyone supplied with what they need.

I'm, not sure of a possible fix for this in Skyrim but the Nerevarine is explained as having gone to Akavir after the eruption of Red Mountain (which would have killed most of the people who'd gotten to know him and destroyed most of the organizations he was in charge of) and the Hero of Kvatch aside from becoming Sheogorath could just have done the Cyrodiilic Thieves Guild quests and become the Grey Fox in the canon storyline. The Grey Fox is the bearer of the Grey Cowl of Nocturnal, which possesses a magical effect to erase the specific bearer from history, everyone who knew them forgetting who they are. People sort of remember the person but nothing specific, which is why there can be a legend of the Grey Fox and could be why people remember that there was a Hero of Kvatch and some of the actions they took but not anything specific about them.

In my opinion, the most important man in Skyrim is General Tullius, because only he can stop war in Skyrim and after that put things in order in Empire. Ulfric is a criminal man. We (brave imperial soldiers 8) ) should catch him and prosecuting.
