Better Cities and Darker Regal Imperial City

I used to have these 2 mods working just fine together, but I am doing a fresh install and can't get them to play nice together. Any helpful hints?

The end result looks like the author's screenshots for the ImpeREAL CitY mod (which is part of Better Cities).

In my old install, I never had the esp for Darker Regal in my data folder. But if I toss just the textures for it in, I get no change. So I am forgetting something.
