I had this issue as well, if you are using the Nexus Mod Manager, just simply go to the tools at the top of the app, and select "uninstall all active mods", "disable all mods" may sound easier, but trust me completely uninstalling works a lot better. I then slowly reinstalled the stuff I know worked. The most tedious method is to do it mod by mod and running LOOT or FNIS or Dual Sheath Redux Patch whenever needed to make sure everything works as it should. When doing it in groups it can help solidify the real issue and then you can repeat the "uninstall mod" method. Uninstalling and reinstalling skyrim is possibly the stupidest method in the world unless if you are CTD (Crashing to Desktop) and you feel like an ENB is the culprit. I have definitely had my fair share of all of these issues, so feel free to talk to me if you have any persisting issues past this.
