It depends on what mods you use. Most mods that contain text will use English, but some are translated into other languages.

In my experience there is rarely a problem with localized version. However, there are some points to be aware of.
- Version of TESV.exe. In some localized versions, TESV.exe is out of date, so you may not be able to use mods dependent on exe version such as SKSE.

- There is mods with a script that determines localizable strings such as item/NPC names. For example, in mods which judges whether it is a horse or not by NPC name, it may not work as intended if "Horse" is translated into "Pferd". In this case it is necessary to localize mods properly.

 

EDIT: and one more things.

- Some mods and tools may require setting in order to handle code page other than 1252. But since German is the same code page as English, this will not be a problem.
