Am I missing something?

Two problems have me stumped.

I'm level 41. I'm in the Valthume Catacombs right now. I've got the Iron Claw. I see the sequence Dragon, Hawk, Wolf. And I'm trying to activate the rings to dial them to the right sequence. But when I get up to the door and press Activate inner ring, or any ring, nothing happens. Am I missing something? Why am I not able to activate the rings??

 

And another problem I'm having is with the Coral claw. Can't find it. Been to Birnas House but no claw, and searched the Yngol Barrow. No claw. I need it to get that door open. How do I find it??

Some Claws are held by inn keepers, there is one that well award you a dragon claw when a journal is given too him and there might be a second inn keeper too, but I forgot what you have to do to get his claw

 

And then the store in riverwood well give you a award for the golden claw when recovered

For the non-activation thing, try restarting from a save you had before you entered of leaving the barrow and going back in.

 

For the coral dragon thing,

 

 

it's sitting on top of a pedestal, assuming Birna didn't have the dialogue option to sell it to you. Did you find a pedastal and there was nothing on it - hope not 'cuz then I'm stumped

Yeah, I have restarted the game and gone to complete other quests then come back to try and open that door. Still not letting me activate the rings.

 

And the coral claw is no where in that cave. I've looked everywhere. I'm thinking maybe I will stumble across it at some point later in the game. I don't follow the normal guides to the game. I have like 30 quests all going at once. Maybe it got mixed up and I sold it a long time ago in the game.
