Shivering Isles: Throne Room 3rd Person Blur?

I don't know how to say it, but whenever I'm in Shivering Isles, especially the Throne Room and try going to 3rd person, there's this...blur. I don't know if blur is the correct word, but something is definitely going on. Please help. This is my Load Order:
