Steam is basically an all-in-one store/community-overlay/DRM system made by Valve. As far as such things go, Steam is actually very good. Unlike other services like EA's Origin, Steam in non-obtrusive and does what it says it does. As for being able to play games offline, I personally have never had any problems. Unlike Blizzard, the games on steam do not require online access to play them.

And yes, Skyrim is still modable through Steam. The service even has its own mod base called the Workshop, so they actually encourage that kind of thing.

Steam's offline mode doesn't work in a logical manner, most likely because they don't really want you to use it. You actually have to have it online and connected before you can make it work offline. If you leave Steam online and then your internet goes out somehow, it will refuse to load anything until it has internet access again. It will just keep repeating an error about not being able to connect to servers.

Specifically, you have to activate any games, make sure it's set to save your credentials (at the bottom of Settings > Account), then put Steam offline, then load the game(s) once to make sure it's going to work. Then it will nag you every time you restart Steam, something I've tried in vain to disable.

Yes, you have to activate the games online the first time you play it. But once it's done, you'll be able to play offline if your internet is down though Steam will bug you about playing offline. This, frankly, is better than a lot of DRM out there, some of which prevent you from playing the game at all unless you're connected.
