Heavily Modded FNV Problems, Need Help

So I have a heavily modded Fallout New Vegas and I've noticed some issues. I believe I have 138 plugins. I often crash while fast travelling and have noticed quite a few red triangles with exclamation marks just in random places which if I'm correct, I believe they're missing meshes but feel free to correct me if I'm wrong. I did get fast travel to work one time but when I loaded into the area (in this case Goodsprings) there were all sorts of texture errors that I had never noticed before and hadn't even noticed while I was in Goodsprings at the beginning. I haven't played very much on this save (I've pretty much only gone from Goodsprings to the Mojave outpost and haven't done any quests. Niner specifically always has a red triangle around him but is still visible underneath it. For Niner, I have MoreNiner, the MoreNiner Patches, and FCO for Niner (and yes I have FCO installed) I don't believe it's a problem with FCO because there Willow looks perfectly fine and has no errors. I have sorted my load order through LOOT but I recall that LOOT wasn't very reliable in Fallout 3 and I had to just sort it on my own, should I do the same for FNV? I have also creared a merged patch through FNV Edit. I will paste my load order below, any help is much appreciated.

(I am using the FNV4GB loader along side Game Companion for Fake Fullscreen)

There's a bug that limits the number of plugins you can have, for me it's 137 but it does vary and the usual would appear to 139, although I've heard from some people for whom it is much lower, if you go over that the game starts to fall apart with missing textures, meshes etc. I would disable a few of those mods and see if the game works better, for good measure you could even move them out of the data folder to ensure nothing from them is loaded.

You are describing symptoms of several different common problems.

Please see the 'First Timer Advice' and the 'Common Game Problems' sections of the wiki "FNV General Mod Use Advice" article.

If the problem persists, then see either the 'Solutions to Starting the game problems' or the 'Solutions to "Crash To Desktop" (CTD) problems' sections in the wiki "Fallout NV Mod Conflict Troubleshooting" guide.

I recommend anyone read the entire "FNV General Mod Use Advice" article to understand the differences between this game and others you may have experience with; especially if this is your first attempt to play a modded FNV or it's been more than a year since you last did so.
