You could go into the Office of Imperial Commerce (where you buy the waterfront shack) and look through resume's

You hire the merchant that sells,charges,fixes what you want.

You take the paper to a room in your house that has a bed and in a day or two the merchant you hired shows up. The amount that you pay for the resume would be the amount that the merchant has to barter. That way if you plan on selling all those Deadric War Hammers to them you had better dish out 5000 septims or more for the contract.
