Civil War finished with Imperials, but the Stormcloaks still hold Rift

Something appears to have glitched in my game (some time ago, but I only just noticed)

 

I've played through the main questline with the Imperials winning the civil war, but for some reason, the Rift (Riften, Shor's Stone, Fort Greenwall and possibly Ivarstead) are still controlled by the Stormcloaks. Laila Law-Giver is still the Jarl rather than being replaced with Maven.

 

Can anyone tell me what's gone wrong and how I can fix this?
