Where the hell am I supposed to install it to? I can't install it in program files/steam/common/skyrim because it doesn't work in program files, I can't install it outside that folder because skyrim.exe is in my steam folder. What the hell do I do?

Make sure you've set the appropriate rights via UAC. The issue is that you may have installed into a UAC-monitored directory. If this is a new game, I'd recommend redoing your install into another directory, as you're going to continue to run into UAC-related issues when you try to do stuff, e.g., install to Games\Steam or something.

There is a section on steam that gives a link telling how to move steam and all steam games out of the default location without having to reinstall anything.
