2 perks per level + raised level cap = to much?

F3 goty(steam) installed preparing to mod it will use perk packs, contemplating if i should use 2 perks per level and raised level cap, i want some funny perks but i dont want the character to be godlike op so wonder if its to much using both 2 perks and raised level cap at the same time?

Go to the FO3 Nexus mod page (link), and type perk into the search box. It will show a list of mods that have perk in their title. You can then peruse the list at your leisure.
