Then click the Files tab and click the file called "BravilSeaDomesv11" which will download it to your PC. Then use an archive tool to extract it to a temporary location, read the included readme file and then copy it to Oblivion's Data folder according to how you normally install mods but pay attention to any specifics in the readme if there is anything out of the ordinary or has particular requirements.
