First Person View Problem

I was playing Skyrim today and suddenly couldn't get into first person view. I'm actually in third person view most of the time but I do use first person for certain things. I thought I'd mess around with the controller a bit (using an xbox wired controller) and thought it was broken. The thing is, I could still use the joystick to move the view, but couldn't use it to change into 1st person. I think it's called the D-Pad, the joystick part of the controller. When you press it directly down, it clicks and that's how I change into 1st person or 3rd person. Just moving the joystick around moves the camera angle. Anyways, I thought I'd try out a different game I knew the joystick worked for on my computer. I got on Fallout New Vegas. The same exact problem. I couldn't change into 1st person view. I thought for sure the joystick was broken.

 

I don't enjoy Skyrim with keyboard and mouse for some reason. I thought maybe I'd change the configuration. I decided to change the 1st person/3rd person view with the select button (or whatever it is on xbox controller) and guess what? It didn't work, but now that I changed the "wait" option to my D-Pad, that worked! So my controller isn't busted. Two different games and 1st person/3rd person option is gone....I even tried to do this on keyboard, I can't change Toggle POV (1st person/3rd person view).

 

I have no idea what's going on and I'd really like to not have to reinstall 2 games and all the mods, lol. Can anyone help me or direct me in the right direction, please?
