JanusForbeare
It's impossible because you can't provide for every variable that every mod will introduce. Some mods will alter the same object in ways that conflict with each other, others will add new mechanics that depend on a script or faction remaining untouched, while some few will actually delete objects and quests from the vanilla game. Put them all together, and the fragile machine that is the game code falls apart. It's not something that a single mod can fix.
David Brasher
I suppose if Bethesda were to work really hard on the issue, they could make a new Elder Scrolls game supremely stable. They could set everything up so that it would fail soft rather than fail hard. Their goal would be to make it so CTDs could never happen. Instead of crashing to desktop when confused, the program would just keep on running with stranger and stranger results. But this is still nothing like what you asked about. Suppose there are four mods editing the bush planted by a building in Riften. Mod A: moves the bush to the left.Mod B: moves the bush to the rightMod C: changes the bush into a different kind of bush and adds a second bush nearby.Mod D: deletes the bush. How are you possibly going to make these four mods compatible? How many bushes of what kind are you going to have in which positions? I bet you can't come up with a good answer.
