Possible reasons.

1. You have a borked load order.

IE missing a master file or even just a conflict. Could be that there is a file out of place that should load after another one. Also you might be missing a patch to make two mods work together.

2. Your save is corrupted.

Check your save folder and see how big the files are.

3. You have way to many saves in your save game folder.

Hey the game actually looks at every save in your folder.

This causes some issues that are not commonly known.

A) Infinate loading screen

B) Slow loading times

C) Lower in game FPS, game responsiveness, crashes

Be aware that its the size of the save plus all the other saves in the folder causing this issue.

I had this happen all the time with FO3 and FnV so I know

4. Your save is in the Skyrim World Space

You have too many texture mods, wrong graphics settings, your computer is struggling and you havent accepted it yet.

A) Your game is trying to tell you that it can't load all that stuff riht off the bat into it's brain

B) same as above

C) read A

Possible work around for 4.

Make your first fresh load upon starting the game be from a save that's in an interior space like the Riverwood Trader

Then from that interroir space load the save you really want to play.

No I have no idea why this works but it does.

Solution for 4

Lower your eye candy standards

1) start by removeing EMB

2) remove all active mods that alter graphics

3) reduce and/or remove texture mods that alter exteroir world spaces can include the officail texture packs.

Alternatively use a texture optimiser

Defrag your drive

Use a cleaner and a booster

Get another Gig of video memory

4)Do this before spending money.

Using the GPU graphics prompt AKA NVidea control panel make sure your graphics card is overriding game settings and set your AA and other graphics options from there.

5)Last step using the games graphics control panel reduce shadows one step lower.

Reduce textures one step.

Reduce sceen resolution one step

Please note the ordering for number 4

I feel its preferable to get rid of say 1 before doing anything in number 5

PS almost forgot

Open your SkyrimPref.ini and look for

iPresentInterval=1 <---Thats Verticle Sink

It keeps your screen from doing funny stuff at a cost of a hefty chunk of FPS

change that to 0...I get like +20 FPS with that off

Also in the google search window type Nvidea and search for Skyrim optimisation guide
