New to Skyrim Modding

I just recently downloaded SSE for PC and was hoping to get into mods. The SE in-game mods section is a huge let-down considering Obsidian and many other great mods aren't on there.

As much as I'd love to get into modding, I wouldn't have a clue how to go about it, or if my PC is even good enough to run them. Help would much appreciated.

My PC is a 6 year old custom-made with 16GB of RAM, GeForce GTX 780 graphics card, and i7-4770 processor with 3.40GHz. Is it good enough?

Also, are in-game SE mods compatible with Nexus mods?

Could I download a few texture mods at least? Nothing too big just a few graphic improvements.
