There is a Skyrim Peformance Monitor mod on the nexus that will collect all sorts of data while Skyrim is running. It might help you determine what the limitation is. Unless you are hitting some hard limit on RAM or VRAM, a drop that pronounced doesn't make sense. I've played though that quest and didn't really notice any significant decrease in performance. I have a similar hardware setup, except with a 570 Ti that has 3 GB of VRAM, so you could check VRAM usage if you have less.

Thanks for the info, I changed some modes, that did not even pertain to the area, and finally able to get inside whiterun, and I could not get the jarl to surrender, he just kept getting up and start fighting again, I had to use the console command to go to the next quest, but now it keeps locking up on me in other parts of the game, so f*** it going to uninstall and reinstall with no mods, just the dlc and see what happens.

I've run into the same problem, my framerate is good (not excellent, but good) until I get to Whiterun, even with standard res textures, ENB turned off, and all settings turned to minimum. What's weird for me is that I've done this quest twice before, once on the Stormcloak side and once for the Imperials, with the same ENB setup and the High-Res Texture Pack enabled, with minimal slowdown. I don't know what suddenly changed on this playthrough. None of the mods I'm using should be that intensive.

UPDATE: I resolved my issue by updating to the latest official beta patch (1.8.151.0) and the latest beta build of SKSE. Framerate in the battle is still mediocre, but it's what I'm used to and definitely playable. Before you do a clean install, try that if you haven't already.

So I was having this same problem and I can say with 100% sure that I cured it. For me it was a messed up SkyrimPrefs.ini file from switching through using a of different ENBs that alter a ton of values in the .ini. I cut the skyrimprefs.ini file that I had ( One in My Documents/MyGames/Skyrim folder) . I then loaded the game up with the TESV Launcher to detect best settings again and make new .ini files. I kept using the SKSE launcher and it was not making a new ini just using the old settings so don't be dumb like me. But yeah totally worked for me and now I can put in a new ENB without trouble. Happy playing brotha!

I removed the Skyrim.ini from my Documents Folder. Starting the game created a new one. No lag. Whiterun was mine! Problem solved :wink:

 

@darkdill: you should thank Bethesda for creating such a great game.

In particular any changes you've made in the [Papyrus] section beyond enabling logging - like memory tweaks etc. I removed all tweaks I made except for logging and problem solved.

I know the problem AND the reasoning behind it.

 

Remove fExtraTaskletBudgetMS=xxx from your Skyrim.ini OR reset it to default which is 1.2

 

The intention of people increasing it is to get better performance when tons of script are calling functions AT THE COST of reduced framerate.

 

I saw a site that recommended setting it to 800 which is obviously way too much when running tons of mods and definitely way too much when running vanilla.
