Improve NPC Relationship Mod

I'm not sure what you call it, and the Wiki is more frustrating than helpful on what improves how much NPC followers like you (Arcade for instance, it gives you great details on how to make him hate you, not much on how to make him like you).

 

I really hate traveling around with NPCs, I sort of treat them like a quest to max out their levels/quests and send them back to the Lucky 38 to make it more lively.

 

Is there a mod or console code to change the relationship level with them so that they initiate their quests? After finishing off half the wasteland I may have already missed my chances.
