CTD on New Game or Load, skse64 2.0.16

I haven't played skyrim SE in a few months and just fresh installed 1.5.80 with skse64 2.0.16. I've used these mods in the past and have never had issues, they are the latest versions. Game boots up but I crash on a New Game or any Load. I've been trying to tackle this for 4 days now and I'm about to pull my hair out. Sorted with LOOT.
