Help about fps and basic knowledge

Hi my friends.

I have 960m+16gbram+6700hq and i use as mods 1k textures (all kind) + smim.

Nvidia says i should be able to play in ultra settings but i play in high and fps is still 30-40.

Can someone explain this situation to me and what should i do ?

 

Edit: Not 30-40 fps it is 20-30 FPS IT IS KILLING MEEEE
