Annoying FPS Issues

if for some reason windows moves out assets for the active plugins, you have the plugins name sake still present so those can be moved back to match the plugins.

 

windows isn't too picky about moving data not in use.

So recently I upgraded my computer to amd rx 580 overclocked and a amd ryzen 5 1400 also overclocked with 8gb of ram at 2400 megahertz. And I got to say I expected a much more massive performance increase, to put under perspective I got a computer that runs fallout 4 at 69 frames on average on high with around 40 being the minimum (in city areas like Lexington). I know what the issue is, I just don't know how to fix it, its that damn multi-core fix with the number of hw threads and stuff. Its set to two, you see the cpu I have has 4 cores 8 threads, why can't I change it to four without getting a pink screen. Now I have 170 mods (above the theoretical limit believe it) and even one of them is NMC's Textures pack if I change that from 512 pixel sizes 2048 through their "maximum" preset I get the same frame rate. This frame rate is 75 at max (should be constant) to 15! Clearly it is not my computer's fault also my computer only goes to 59 Celsius when playing (compare that to fallout 4 where it goes to 70+ Celsius) the fan is a lot more quite even more than Skyrim. So my question has two possible solutions I see:

Option A is to get INumOfHWThreads to be equal to 4 instead of 2 that way my computer is using all of its power but this comes with a "pink screen of death" which makes zero sense to me.

Option B is to find some other way to get my computer to work harder when playing this game!

well, looks like we got a winner here, all his cake and he is eating it too.

This person plays fallout 3 like a mad man, serious gamer here, I Live stream video captured about 10 sessions of the massacres, several times at frame rates way beyond the game capability.

 

Just incredible results.

I'm not going to sugar coat it, He was misdirected in a very big way by the use of Globalizing the games data.

Drive D:\Documents\ """" where the mods resided in being picked up and across partitions to C:\Program Files And Folders (x86), them pulling in data from C:\users\Username\Apps\Local\ where copies of more mods were pulled in, and no way in hell to modify anything because it would NOT move.

 

After many hours of Isolating the root cause, we ended up fixing the source.

Changed the game completely so the registry stored a different locations and source. Clean install.

 

This was thee most complex install of overhaul mods + others I have ever seen. Yeah, Bot FOOK 2 and FWE + a ton more all working beautifully

together smooth as silk. Unbelievable frame rates. No crashing. way too much fun.

I fixed this, he fixed it and learned a ton. windows 10 any version will run this silly game.

You are as smart as they come, very good student as well as an eye opener for me, never seen the speed a gamer has , not in this game at least. I can not keep track of all the things you go thru and a game that flat responds to user inputs way beyond what i thought was even possible.
