Mod that down-scales movement speed?

revisiting oblivion yet again (stopped playing earlier after getting bored). I found one aspect of this game that really turned me off - general running speed.

 

when I battle mages I hit them about three times and they run like mad. With the general conversion of Speed attribute to ingame character speed this just leads to crazy and stupid goose chases that I just can't stand. Fighting casters just resorts to chasing them down like they're hyper-active 5yr olds and it's just really frustrating and ruins the combat for me.

 

I've had no luck searching for mods with "speed" in title. Anybody have any suggestions if there's a mod that could help?

I hear you. Ridiculous conjurers with a 25 metre - let's change direction half way through the manouvre - stride. Personally I tweak the 'Settings' so that I am slightly less encumbered by a drawn weapon (I am talking sub 5% here) and I have taken to wearing an enchanted top, as opposed to a cuirass. I also endeavour to concentrate on my Agility and Speed attributes. I could alter the settings to equalise the disparity between myself and an adept conjurer for example. However, I'm rather a purist and like, in the main, to use the game's own mechanics to resolve any issues I might have - and not wearing a cuirass certainly helps tremendously. Incidentally, when I achieve 100 Speed and 100 Agilty, I can at least keep up with the little buggers and I catch them when they change direction. You will not achieve this by wearing heavy armour.

In my current game I am playing a Stealth Ranger (seemed fitting for a mystic elf) and within the tower portals they are now nothing more than a hindrance and, mostly, just meat on a stick.

While I know of no mods, I agree with the speed issue.

 

A drastic measure would be to just penalize the Necromancers and Mages by giving a 'Damage Speed' enchantment to the vanilla Necromancer and Mage Robes. But that seems a rather extreme way of achieving what you want.

 

For my own character I make my weapons weigh around 200 units. This is so that my character actually looks 'cool' when walking while wearing a swaying cape or something... rather than someone seemingly power walking. But this doesn't seem a good solution for vanilla weapons that NPCs use. Changing the weight for every weapon in the game would be a pain, especially when you install a weapon stats altering mod like OOO later on.

 

The greatest annoyance for me is this though: Having a guard sidestep a perfect 360º circle around you at close proximity at 2000mph when you only have 20fps outside.

haha i know what you mean about the 360 strafes.

 

but yeah these stupidly wild goose chases are getting really dumb and just ruining it for me. Made me realize how much I relied on my paralyze spell and how I practically cast it every 3seconds just so they wouldn't start running off again.

 

I guess I'll try a Damage Speed enchant, but I have a feeling I will have to set it to a stupid amount and that spellreflect (which practically everyone over level20 has) will be absolutely annoying to deal with.
