I was editing perks onto an NPC, and decided I'd see how that actually works, so after Googling and searching on here everything I've found says that once you add a perk, they have it, regardless of their skill level or prerequisite perks. I didn't realize it would be that way - looking at the conditions on perks in the CK, they all say 'actor', not 'player', so I thought that it would affect NPCs as well. As it is, I don't see any way to give them more fitting abilities as they level up with you... except, I suppose, by having a script on them that checks on every level up and adds the perks once they meet the requirements?
