Frigidman
Might want to run the fo4 launcher again and see if the settings somehow default all to 'low'. Also, you could post your fallout4.ini and fallout4prefs.ini here, as it might help others spot what went wrong. This really does look like all your graphics and in-game settings got set down to the lowest. No idea why "vortex" would be the cause of that though.... it doesn't edit that file, only fallout4custom.ini.
Bubba1978
Are you letting Vortex auto sort your Load Order? Do you have a tracelog of the event? Do you have a program that handles graphics (AMD or Nvidia etc)? Check you default settings with the Steam loader?
thediddy
Do you use an ENB? if so take a look at your enblocal.ini [MEMORY]ForceVideoMemorySize=trueVideoMemorySizeMb=16384 usually people say VideoMemorySizeMb= VRAM + RAM but for me this forced the game to load low quality textures. Open your Task-Manager open the performance tab and take a look under GPU there you'll find something like "shared GPU memory" use this value instead. It's hard to tell by the dark screenshot but it seems you got the same issue I had.
