There's a blacksmith just inside the front door, three guys in the main bar area, and a thief downstairs. If you've taken all of these guys out, then I don't know what is going wrong. What was your journal updated to? Try asking about other related topics to see if that triggers the reward (eg. nice present, little story, bloodbath, bad people).
