Anybody know the cause of this?

I was strolling around skyrim till i noticed this huge chunk of water missing in half moon mill. This has happened before in some other areas and I haven't found a reason why this happens.

Occasionally, yeah, I just make a new save where I stand and exit game, it's OK when I get back with a reload, I figured it's my animalistic approach to running my game and take it on the chin.
