How to stretch Skyrim to fullscreen?

I recently acquired a 22 inch 1080p monitor because my laptop screen with approx 134:1 contrast sucks balls and this one has like 100 million:1 and the colors are way better. Anyways, My crappy excuse of a craptop can't possibly play Skyrim in 1080p. Well, it can, at the lowest possible settings and draw distance and with a max fps of like 10-15. When I played without this monitor, I usually played at 1280x720 on low settings and it was stretched to the laptop screen (it's a 1366x768 normally) but on this monitor it doesn't stretch. It's full screen, but it leaves a big fat bezel of nothingness.

 

Is there any way I can play at 1280x720 and get the actual game to stretch (in 16:9 mode) to fit the entire screen area? I've tried any resolution setting but only 1920x1080 is true full screen. I have this game on my PS3 as well but I miss the console and modding abilites, despite the worse-looking game on my laptop.

 

I was dumb enough to think this laptop had good specs but the CPU is the worst I've seen to date. It's an athlon II dual core P360 with 1mb (a whole MB :O /derp) of l2 cache and 2.3 GHz clock speed.
