Modify player movement speed

Where is the value in the CK that modifies player movement speed. I would like to make a spell or potion that makes my character move faster. Or does anyone know of a mod like this I could look at for reference?

I found a magic effect called WispSpeedBuff, and tried to apply it to a potion but am not having any luck
