Regarding the .esm files..

Isnt it possible to use the TES Construction Set to open/edit these?

 

Couldnt someone just hack the hell out of the TES CS in order to edit cell values and variables inside the Fallout 3 .esm files?

 

Also, is there a way to UNPACK .esm files? I wouldnt think so, but I've never tried it.

No I don't that would work (too much code change between TES & Fallout).

Maybe someone has the skills to do but they most likely wouldn't legally be able to distribute the hack or any works derived from it.

There is nothing to unpack at the most basic they are like a very big .CFG with details on on how everything is supposed to work.
