Harder Difficulty without fights being unrealistic

I'm always up for a challenge, but just like Oblivion I hated that the only way to make the game harder was to make every fight take 30 minutes.

 

I would love it if someone could make a mod where the game was harder not by making everyone have more life, but where everyone had less life.

 

So on a harder mode a few shots would kill you, but the opponents still had their normal amount of life.

 

I'd really appreciate this.

 

I created a mod like this for oblivion and it was quite popular but I don't know how to do it without an editor for FO3.

I was thinking just even something simple like:

 

Total character hp divided by 4.

Total character resists divided by 4.

 

All enemy weapons do 4x damage.

 

etc. etc.

What? You can't make it harder by making it less hp, that means VATS would be so powerful you can kill a opponent with a chinese pistol to the chest!

I can't help you with your original idea but this mod here: http://www.fallout3nexus.com/downloads/file.php?id=68

makes vats a lot better /e meaning fighting becomes harder and the enemy don't need to cheat in order to improve

That one I'm using. It helps, but not nearly comprehensive enough.
