Weird Graphical Glitch

It is hard to describe what is going on in-game with words, so I made a video:

I have version 1.7.7.0.6. These are the mods I have installed:

 

- Official HD Textures

- ENB v0.112 KAGE

- Unofficial Skyrim and Dawnguard Patches

- Skyrim HD - 2K Textures v1.5

- Skyrim Visual Immersion (Basically an ENB config)

- Project Parallax for Whiterun and Solitude

 

My PC:

- Windows 7 64-Bit

- Radeon HD 7970

- Core 2 Quad Q8300

 

I have CCC 12.8

 

This issue wasn't happening before I decided to mod Skyrim with a bunch of graphical mods today.

That is artifaction, prettty bad. It means you are overloading your graphics card, maybe overheating, too. If it was fine before the graphics mods, I'd remove them all and then try them more slowly and carefully. It may only be one of them that is the problem for you. The thing with graphics mods, is that what looks great on one person's computer can have widely different results on another.

It turned out to be Project Parallax for Whiterun and Solitude. It's weird because when I first loaded up that mod it worked, but when I went into Dragonsreach and came back out there was an unusual loading time and then that started happening. I didn't test if this glitch happened anywhere outside of Whiterun, and I didn't test it in Solitude at all.

 

I'm surprised that I'd be overloading my card. I was getting like about 30-40 frames with the glitch, and some parts of the town that didn't have the glitch (or anything else physically) I was getting 70fps. I know I have a good graphics card, and I know my system may be bottlenecking it, but I don't think I'm putting that much of a load on it. It has to be something else.

 

It's not a big deal, I can live without the mod. I'm just curious now as to why this happened.

It's not just AMD. Every card manufacturer has its own idosyncracies. like for a while a certain Nvidia card would have artifacting if using 8X MSAA (but not 16x) and another had stuttering problems when older cards did not.... just a product of imperfect humans creating imperfect objects in an imperfect world.
