I have run into this same issue with a new game. I've played through two and a half times before, so yeah I know who to talk to, what quests to do, I have enough $, etc. I ran into a house bug with Riften once that cleared up after civil war. I thought I had the same thing this time, but no, not any of the houses are actually available for purchase. Jarl says, Hell yeah I'll sell you a house, talk to my little b&@*$ here; and they're all ..... I don't know what you're talking about, I'm not a real estate agent! (just kidding, they just don't have a buy dialogue option) :( I can purchase land to build the DLC houses and those work just fine, but no city houses. I've loaded lot's of new Mods, so I'm betting on a mod conflict, but given that sjefdebelg tried turning off mods and had no luck, I'm not sure if I want to bother turning off stuff that will reset content.

Still just soldering on without them, but still looking for a fix if anyone comes across one.

may be and old post, but I have this problem also, but only if I have Usleep installed. If I remove Usleep, the Homes are buy-able.

I have given up on Usleep because of this, I tried in several Mod profiles, tried re-validating everything with Steam, totally cleaned out My save game folder.

Started a new character, got first dragon killed, but can not buy the home in white run. Removed Usleep, removed all saved games, started new character, finished killing first dragon, and with no Usleep, I buy the home with no problems.

So I install Usleep, now that I have the White run Home.

I get all ready so I can buy Hjerim, blood on Ice done, but steward again will not sell me the house, he goes through the motions of selling me the Home, but never sell it to me.

I remove Usleep, and he will sell it, no problems.

Don't know if this will help anyone, but I figured might as well tell what worked for me. Dump Usleep, for me it is Junk !

I started having this issue a little while back, but I had not had USLEEP installed at all. I actually got USLEEP in hopes of helping fix the issue. No luck there, but just making the point that USLEEP didn't seem to affect the issue one way or the other.

I tried the new install, but the issue was there still. Just to clarify for people, a lot of us are not new players. We know the steps needed to purchase the houses. Like Whiterun, I have been given the Thane title and told I could buy the house from the Steward ... but there is literally just no existing dialogue option to buy it. It has persisted through multiple new games as well.

Cannot believe it's been almost 9 years since release, and no one has made a mod to fix this.
I just recently started a playthrough and am having this issue for the first time. No clue if it's mod related or just Skyrim.

Done probably all the same research everyone else has.

Only piece of advice I can give people who are having this problem.

  1. Find a mod, or mods, that overhauls the default homes. Like Elianora's Breezehome. Make sure it's a mod that removes the default modular home upgrades you have to purchase.
  2. When you are ready to use your home, use the "unlock" console command on the locked door and it should be ready to use. The inventories inside should not reset.
  3. (Optional) If you're feeling guilty for getting a free home, just use the console to remove the appropriate amount of money.

I just can't freaking believe that this issue is still a thing.
The first time I played Skyrim LE, without any mod, I could buy all the houses. ZERO bugs there. Then I started to mod my games (USLEEP was my first mod ever), and, funny thing, I progressively had found more and more problems related to this. Now, I just can't buy any house in any city.

"Yo, dude, do you have any house you can sell to this handsome thane?"

"The house I mentioned earlier is still available."
"Awesome, have the money."
"Wonderful! Here's the key to your new home!"

And the stewards won't give me nothing. After that line, it just resets to the main conversation menu. They won't take my money. They won't give me the keys. The just "Wonderful! I don't want your dirty money and here's my middle finger!" All the stewards. With all the houses.

I guess I'll just stick with Lakeview Manor, at least I'm happy with that home.

(Optional) If you're feeling guilty for getting a free home, just use the console to remove the appropriate amount of money.

Or even simpler, just put the gold in some random barrel and forget about it, it will respawn in a couple of days and the money will be gone.

I've ran across this as well. I thought it was a few castle mods that was near Winterrun. I did all of the required missions, was made thane got the dialog that let me buy Breezehome. Went to the steward. He didnt have the dialog to buy the home. I tried my other home I liked to buy in Solitude. I got the mission from the yarl, did her mission for the helm and her submission. However, I am unable to buy the home.

I tried to a new install, removed mods that I thought was making so I couldn't buy, such a making the npcs pretty. Tried a new save, rushed through and still no buy option. Is there a way to force the buy option?

I fixed my issue of not being able to buy a house that is for sale.

I disabled all of my house mods and random alternate start. Started a new game and still had the same issue.

I noticed that mod SKYUI was not enabled. I enabled SKYUI, house mods, and random start and was able to purchase houses.

The house mods don't appear to be working, can only upgrade via vanilla methods.

Console command TMM 1 1 1 reveals the map and allows fast travel, good for troubleshooting.
