Those are folders that I changed the icons on, which hold the launch icons for all my other programs. XP does a crummy job of organizing its Programs menu, so I try to avoid having to use the Start button when possible.

 

The Recycle Bin is a legacy icon from the "Leonardo DaVinci" theme in Windows 98, and the others I've acquired from different sources on the web.

If you run Vista, there's the Snipping Tool.

If you run XP, you need a 3rd-party program (I recommend "Snippy"... it's freeware, and hardly uses any resources).

If you run any other OS, I don't know what to tell you.
